NO. All my Planners need an app in order to make them work!
You Need an iPad BUT! You still need an application in your iPad.
There're several options. My recommendations are:

PLEASE MAKE SURE YOUR APP ALLOWS YOU TO IMPORT LARGE SIZE PLANNERS. THE FREE SAMPLE IS LIGHT, BUT THE REST OF MY PLANNERS ARE HUGE. THIS WILL BE YOUR RESPONSIBILITY TO CHECK.

GoodNotes and Notability both accept large files and have been tested.

The moment you finish the purchase: you will receive an E-mail. Follow the link in that email. If no link is provided, follow the instructions in the Email. 
  • Purchasing from Etsy shop

If you have an account in Etsy: You will find your download either Here or in your email from Etsy with a link, The Email will confirm your order and offer you an orange button with (View your files on Etsy) text on it. You have to open the link in your browser Safari. From there you can save to your iPad from your "Share" button.
If you purchased as a guest: You will find it in your email from Etsy with a link, The Email will confirm your order and offer you an orange button with (View your files on Etsy) text on it. You have to open the link in your browser Safari. From there you can save to your iPad from your "Share" button.
Some of my planners are too large to be uploaded into Etsy's servers, I had to upload them into my own website. The text file you received have that direct link. Copy the direct link and paste it into your Safari browser. You will immediately get your planner.
This happen for two reasons:
1- you are in the "writing mode". Tabs works in reading mode.
2- The file needs to be opened in Safari browser, then click share from the right corner, and from there you choose to open with GoodNotes. Instead of downloading it to your device and import it.
From the upper right corner you will see a pencil icon with a slash over it. click that and you’ll be in the reading mode. That icon will turn into a pencil inside a circle. If you click it again you’ll be in writing mode.
Google.com Have many free articles/tutorials on how to use a digital planner.
Also, YouTube is a good-free source.
Buying a product does not include a free course on how to use it. If you bought a product before knowing how to use it then it's your own responsibility to search and learn about it.

Please write your issue clearly. I can’t answer a question like (the planner isn’t working) Tell me what exactly is the problem.
While helping you I’ll assume you already read all the FAQ and your issue isn’t there. This will be a waste of your time if we keep running in a loop while your answer is already there but we are avoiding it.
If you have an issue with your planner please tell me Which app you’re using? I will not answer/reply to any vague question. Sorry and I hope you all understand.
